Buying an ebike in New Jersey became a little more complicated this year.
It used to be fairly easy to shop by the familiar numbers: motor power, battery size, top speed and advertised range. Those still matter, but New Jersey riders now have another question to ask before getting excited about any of them:
How will this particular bike be classified once I put it on the road?

First, Find Out What the Bike Actually Does
Two ebikes can look almost identical in a product photo and fall into different categories once you look at how their motors work.
Under the current New Jersey rules, a low-speed electric bicycle is a pedal-assisted bike whose motor assists while the rider pedals, up to 20 mph.
New Jersey also defines certain more capable e-bikes as motorized bicycles. This category can include bikes that provide pedal or throttle assistance up to 28 mph, as well as certain throttle-operated bikes.
That distinction matters.
As of June 26, 2026, New Jersey requires ebike operators to be at least 15 years old and to have either an appropriate e-bike license or a valid driver’s license. E-bikes also have to be registered with the NJMVC. Motorized bicycles carry an additional insurance requirement, while low speed electric bicycles do not.
So before putting a bike in your cart, look past the headline motor number.
Find answers to these questions:
- Does the motor work only while pedaling, or is there a throttle?
- At what speed does motor assistance stop?
- Can the throttle propel the bike without pedaling?
